Installer stuck in Fetching region information when Internet connection is not available

When the installer is started in an environment without an internet connection, it gets stuck at the first/second screens where it says "Fetching region information" or something like that. I must close the installer, connect to Internet, restart the installer to make it work.

Note: the computer is always connected to Ethernet, but the gateway is not always connected to Internet.

Suggestion: Maybe we shouldn't fetch region information from Internet here. It causes confusion for users with no or bad Internet connections, and effectively stops them from installing Manjaro unless they understand what it is happening.

Tested with Manjaro 17.1.12 GNOME/KDE.
