If Thetering was setted up one time, than NM brings it up automatically if there is known WiFi around

Steps to reproduce:

0. Make new WiFi Hotspot from Andvanced Network Settings
1. Get connected to the known WiFi network
2. Setup tethering (WiFi Hotspot) directly from NM, using previously (Step 0) created network
3. The Wifi get disconnected and set up to tethering.
4. Disconnect tethering
5. go away from known WiFi network, that it disconnects automatically
6. return to the known WiFi network
7. Network Manager detects known environment, but instead of connecting to known Wifi it brings up the tethering
