[MergeRequest] Rewritten pacman-mirrors to use mirror-manager.manjaro.org

The rewrite uses the mirror-manager file and moves the mirror/status datafile to /var/lib/pacman-mirrors.

This ensures a working pacman-mirrors in the event the /usr been mounted on readonly filesystem.
