new dependency linux (>=) 4.18;; DC will no longer be enforced

Because DisplayCode (DC) is kind of unstable on some of the experimental supported cards, we do not load anymore and let the driver decide if it will be enabled or not.

We also switch over to Kernel 4.18 at minimum to have better support for the DC stack. I do not want to set it to 4.19 yet, because for some reason some random cards do not load on there, while they are fine with 4.18 and 4.20 - lets wait for something like 4.19.40 until the switch.
