📌 Set minimum llvm version

Set a minimum version for llvm, so it does neither build, nor install (more important) when build version doesn't align with the installed version.

I don't know of any negative implications doing that, perhaps somebody with more packaging experience like @yochananmarqos1 can give me some input?
