GitLab now enforces expiry dates on tokens that originally had no set expiration date. Those tokens were given an expiration date of one year later. Please review your personal access tokens, project access tokens, and group access tokens to ensure you are aware of upcoming expirations. Administrators of GitLab can find more information on how to identify and mitigate interruption in our documentation.

systemd >= 251 is forcing nspawns to use LANG=C.UTF-8: https://github.com/systemd/systemd/commit/b626f6959bcee11d966f96bd29a00502f4aa2ce4
It makes sense to generate the C.UTF-8 locate here when using it as the default LANG value.
