ibus and fcitx adjustments

Since VirtualKeyboard is not available for fcitx, set environment variables.
For this reason, we have separate files for fcitx and fcitx5. ibus does not need to be started in the KDE (wayland) with Kwin VirtualKeyboard environment. Only other environments are automatically started.
